Regina Mavis Declay, a beloved mother, daughter, sister, cousin and friend, passed away at the age of 41. Born on September 19, 1984 in Whiteriver, Arizona. Regina was the cherished daughter of Redell and Rhonda Declay. Her life was a testament to love, service, and resilience, marked by her significant contributions both at home and abroad.

A proud graduate of South Mountain High School in 2003, Regina pursued higher education out of state, continuously seeking knowledge and growth. Her dedication to serving others led her to a distinguished career in the military. As a Carpentry and Masonry Specialist, she served with honor in the 864th Engineer Battalion, bravely deploying to Iraq in support of Operation Iraqi Freedom (2007-2008) and to Afghanistan in support of Operation Enduring Freedom (2010-2011). Stationed at Fort Lewis, WA, Regina's commitment to her country was unwavering and deeply respected.

Regina's professional life was as diverse and dynamic as her personality. She held various roles, including working at Sonic's, serving as a detention officer in Belle County, Killeen, TX, and as a mail carrier with UPS. Her work ethic was matched only by her passion for life and her love for her family and community.

An active member of the Lutheran Church in Killeen, TX, and confirmed at Good Shepherd in Phoenix, AZ, Regina's faith was a cornerstone of her life. Her vibrant spirit was evident in her love for dancing, her skill in making traditional clothing, and her appreciation for her Apache heritage. Regina was an exceptional basketball player, celebrated for her talent and dedication as she earned a spot on the 1st Team All-American and traveled to Georgia, sharing her gifts with the world, and also received many awards for her basketball skills.

Regina's life was filled with joy and laughter, often brought on by her big, goofy smile and her unique, lively personality. She was known for her generosity, always ready to lend a helping hand wherever needed.

She is survived by her loving children, son Chris Taylay and daughter Kalen Byrne, who brought immense joy and pride to her life. Regina also leaves behind her dear nephews, Elijah Declay and Talen Teller, and her treasured family who will carry on her legacy of love and kindness.

Regina was predeceased by her beloved family members, Richard Yardley, Robinson, and Carol Declay, Godparents Manuel & Christine Potter who undoubtedly welcomed her with open arms.

A service to honor and celebrate Regina's life she will be brought back to 221 Turkey Creek Road, Turkey Creek, AZ, on Friday September 11, 2026 @ 10am. The funeral will be held on September 12, 2026, at 10:00 AM at the Open Bible Lutheran Church in Whiteriver, AZ with Pastor Gary Lupe officiating. Family and friends are invited to gather in remembrance of a life well-lived and a soul deeply cherished.
